Now that the Comite River Diversion Canal has received the $343 million needed from the federal government to begin construction, all eyes are on a $1.2 billion pot that will pay for the next generation of south Louisiana flood control.
Several projects are in the works, and officials are laying the groundwork to pitch others. The thought of pumping Bayou Manchac is falling out of favor and the Darlington Reservoir is still a dream, but there are plans like knocking out a ridge under La. 22 in Ascension Parish and dredging at least part of the lower Amite River in Livingston Parish — though it remains to be seen whether dredging larger stretches is in the cards

Just knock the levees down and let nature fix the coastal erosion problems. frick em in the neck

A lot of it has to do with detention characteristics of the drainage structures themselves. The ultimate outfall is the GOM however, you can only expect so much out of the networks in regards to moving the water in a given time. You maximize that then look to "hold" the excess as it accumulates......hoping it doesn't go beyond the detention capacities.
There will never be a 100% solution but in this day of Harvey/BR flood events (which are becoming more prevalent) you must do whatever you can.
Continuing to blow off all infrastructure funding possibilities due to perceived cronyism (some justified) accomplishes one thing: you deserve what you get.....your idealism will keep you in traffic, destroy your homes, or worse. If you want to fix things, stop bitching, LA.

so, would you have the various agencies set up millions of capitol budget dollars to permanently staff an army of professionals?
What happens when the current engagements are completed? Just lay everyone off?

Planning studies and PERs are absolutely necessary in the design life cycle.
I grew up with a contractor and the single most smug mother frickers I ever met were contractors thinking that everyone else was stupid. I'll tell you who the biggest crooks are....

Planning studies and PERs are absolutely necessary in the design life cycle.
I just spent about 30 seconds doing a study for you fine LA folks, Drain your flood prone areas to the most direct path to sea level, alter said path to accommodate the additional runoff.
Or simply use the plan the Corps did on the MS in the 1930's on the Amite, cut off the big bends increasing the slope and velocity during flooding and creating dozens of oxbows as a side benefit.
The real issue is paving and other terrain alteration but that is only going to get worse.
Can I have $200 million?

Imagine if Louisiana didn't have to worry about levees and drainage and could use 1.2 billion to fix roads.

Need to hire an outside firm for a diversity training seminar, will also need to commission a study panel to investigate the possibility of who might be disenfranchised by these actions.
