I think you’re missing the previous posters sarcasm. Doing studies isn’t the butt of the joke here. Everyone agrees a study is needed, but historically we’ve seen politicians do multiple studies that take years and millions of dollars and then don’t do the recommendation of the study to fix said problem. Meanwhile the problem gets worse and then they want to do another study because years have passed and the administration has changed to new people.

Just look at how slow the Coastal Master Plan has taken to get anything done. They've updated it several times, because it takes so long to get anything done here

there has been a ton of work done and money spent on construction. A lot more construction projects are finally coming online now as well. It wasn’t like the state just had all of its planned money all at once.

The state has the money. They know what needs to be done. They enrich themselves instead of fixing roads. Then scream that without more taxes children will starve in the streets. And fools like you are...fooled again.
People are sick & tired of politicians & their criminal friends stealing taxpayer dollars. People are fed up with the waste & theft of citizen's money. And of politicians lying to our faces.
I 'm not voting for another tax until/unless politicians show me they are responsible & accountable & stop stealing my money. Nothing for roads, schools, floods, hurricanes, hospitals, or the mayor's friend's new house. Or the congressman's brother's company.
And fools who voted themselves higher taxes will be shocked in 10 years when the roads are worse, schools are worse, and nothing's gotten better will wonder where the money went. But yea just keep voting higher & higher taxes...that's always the answer. Just let them rob you. And remember to vote to keep the criminals in office.
What a good little obedient sheep.
They have the money. There are no excuses.
Stop praising our elected thieves for lying to you.
And stealing your money.

The federal funding is for flood reduction, not traffic reduction. Nobody in the state can decide otherwise. If you don't spend it on flooding, you don't get it.

By all indications, rainfall intensity is absolutely increasing. Claiming otherwise is either ignorant or obtuse.

It's also basically a wish list. It's a plan for if and when funding arrives in a lot of ways.
