How to properly enclose a cable line running through an open ditch?

I was digging out my ditches yesterday to improve drainage and while doing so I came across what I assume is my own cable line. It wasn’t inside a pvc pipe or anything but you can tell it was at one point. Someone else had clearly cut through it in the past and tried taping the end of the remaining pvc with duct tape but left the rest of the line exposed and buried. Kind of a shitty thing to do but nonetheless it’s a line that feeds my house and would like to protect it. Right now it’s just exposed in mid-air inside my ditch running from one side to the other side.

How can I cover it and still allow the water to drain around and under it?

To be clear: it’s still connected. It’s just the pvc it had been inside of prior to whoever cut through it in the past cuttingbthrough it and pathetically taping it with duct tape.
