I'm guessing it is because you get such a small amount of fluid with ice and at such a slow rate because it melts a little at a time. I know they make pedia-lite popsicles for very small children with stomach problems which seems to be based on the same thinking.
In addition to the crushed ice, they had a type of swab which you could dip in water and wet your lips and your mouth. The ice and the swabs were a blessing when I was really parched.

It reduces the rate you can get material into your digestive system. You can't gulp down a cup of ice, so it has less chance of overloading a sick gut. Also, if you're weakened after surgery or trauma, it reduces the chances you'll choke by limiting how much liquid you have going down each time you swallow.
I went two weeks without food and liquid by mouth once. It was fricking torture. You look forward to those ice chips and swabs like a crackhead looks forward to a five dollar rock.
When the doctor finally cleared me for real food, it was in the middle of the night. The nurse asked me what I wanted to eat and I told her I wanted a steak and fries. I'll be damned if the kitchen didn't have a steak and fries in my room at like midnight. That overcooked hunk of meat and potatoes was one of the best meals I've ever had. God bless that kitchen staff that did that for me.

I agree with your sentiment, but you need to get the job title correct, in most hospitals the people you are referring to are called “House Keeping”, “Patient aids”, or “Nursing assistants”. Most jobs with the title of Tech or Technologist are similar in status and pay to RNs.

Last I checked, Certified Nursing Assistants are still recognized as healthcare workers, are still getting hazard pay and are still show their badges for a free McDonald's breakfast.
