Considering they will add the cost of the towel to your bill in most cases, not much. Also,the charge some hotels list for towels that show up missing they are probably coming out ahead.

I would imagine it's similar to glassware at a bar. No shot they keep count. They just know to order a bulk amount every few months and toss out a few of the worn/broken.
