Depends where you live. Get more than one bid for sure.
Are we talking residential or corporate? It makes a difference.

The closer you live to Mexico, the cheaper the labor

I do a little landscaping and mowing yards on my off days. I charge $40 hour for that kind of work which is about average for all the guys I know. The ones that do it more fulltime usually $60-$75 an hour. I usually bid it out with a flat price based on $40 an hour if I do it quicker or slower doesnt matter I stay with that price.

Loaded question
It depends on the quality of landscaper, design, age of plants, size of area, watering systems, etc.
You can go basic, do it yourself and spend minimal amount to a spending a fortune.

600 sq ft? 1 yd of river rock or so? Is it all in one area? Sort of a path?
I'd do that for about $150

25% of the cost of the shrubs and trees.
I'd imagine your shrubs ran about $50/piece..and your 15 gallons, $100/piece.
$150 and $120 and $125
Even $400, extra $5 for fig tax.

600sf at 4" depth is about 7yards @$50/yd x 2.5 labor 875
8 sticks of EDGING $12 x 2.5. 240
10 3gal shrubs @ $25. 250
5 15gal tree @ $125. 625
1.5 yard mulch at $35 x 2.5. 132
Good ballpark without knowing your location would $2500
****Just labor cost? I thought you meant estimate.

Whats ~850 SF at 2" depth minus about 30 16x16 pavers in the path generally run? Looking for large river pebbles. Edging and landscaping cloth already down.

Probably a lot more than you are expecting for a professional crew. I used to work on a three-man crew doing some serious landscaping work -- building berms and swails and drainage and shite like that. I made $20 an hour and the crew leader obviously made more. The company was probably charging $100/hour or more.

$150 to spread river rock? You must have a strong freaking back. That shite sucks to spread. You have a low value of your work if that's all you'd charge.
It seems to me that he wants 600 linear feet of river rock spread.
