It is theft, by definition, if you knowingly accept something that isn't yours. Knowingly receiving incorrect change is absolutely theft.

Yeah, I don’t think I’d even catch it. I can’t remember the last time I looked at the advertised price per gallon when pulling up to a pump. And I only sometimes look at the total cost after filling up. I usually just hook up to the pump, check work emails on my phone, re-holster the thing and then leave. I’d usually never notice.

Slackster is right though. Lots of trashballs in here trying to pretend they don’t know what unscrupulous behavior is. If you actually notice that you only paid 15 cents for 20 gallons of gas and don’t say something then you’re either too retarded to understand that it’s a malfunction, or you’re of low enough character that you don’t mind being dishonest.

Or you say something about it, the clerk thanks you, tells you not to worry about it and corrects the error.
