Exactly.

He floods money in on an even further left opponent so that a fair, or tougher on crime opponent doesn't even get head to head.

The indictment doesn't say "Victim X v Accused X" it says "State of Louisiana v Accused X." The victim wanting to testify or not should have absolutely 0 to do with the proceedings. If the only evidence they have is victim testimony, then the case probably shouldn't be going forward anyway.

I'm making the assumption that victim testimony - or witness testimony with witnesses not being independent to the victim - was the bulk of the evidence. Without that, no reason to proceed.

Also, coming forward to testify = target for retribution. That's a HUGE fear here, and there are plenty of examples of it coming true.
