It's taking approved money from the EBR library system (parish-wide) to pay for city services. This seems like a round about way of just doing what the City of BR was doing all along.
My vote is no unless someone can clarify that this is not what they're doing. If the library has too much money, the renewal should be at a lower millage and have a dedicated tax to whatever it is that they need money for.

Their lining their pocket with their dedication is utterly unrelated to whether the C/P would give them money from the EBRPL recapture. You can not trust the CoA all the live long day; saying that the C/P government is going to take the EBRPL recapture and give it to the CoA has nothing to do with the CoA and everything to do with the C/P government.

However one ‘proper’ reason they want the funds is to make sure police retirement is paid bc of the shitty way the police can claim their overtime for their retirement and that’s one of the many things bankrupting the city.

After a lots of deliberation, I voted for the plan. My distrust for government and the failure of EBR Parish Government to create post-pandemic efficiencies really caused me to pause, I wanted to give the new mayor a fighting chance. He inherited a mess and needs an opportunity to demonstrate the effective leadership that’s been missing.

Coach Edwards defeated Broome Hilda for mayor because he promised to set priorities on some dedicated taxes. The millages shaved off the Library and Council on Aging still leaves those entities with a substantial annual operating surplus.
Both the Library Board and the COA Board have endorsed the plan.
The city-parish councilman, Dwight Edwards, who represents District 9 which is entirely within the St. George city limits, co-authored the plan.
Thrive is not perfect ("perfect" is the enemy of "good") but it's a good step in the right direction. Nobody's taxes will change one penny.
I'm voting YES on all 3 proposals.

So no one's even trying to hide the fact that the Library system, COA, and others are overfunded.

Bingo. People having been saying this for years. BR has too many dedicated taxes that would be better served with flexibility for usage in the general fund. I’m sure skeptics will say you don’t trust the city-parish government to use them efficiently but I’m sure why anyone is assuming the library, mosquito abatement, and the COA people are currently using them that well. We already know there has been drama in the past with the COA. The library system is already really nice, I think they could stand to lose a little funding.
This vote should be a yes.

Thrive shaves some parish taxes from the Library Board and the Council on Aging and moves the taxes to support other PARISH WIDE programs, like the sheriff, sewage and the DA's office.
I supported Coach Edwards over Broome Hilda mainly because he said the Thrive Plan is what he hoped to deliver.
If you voted for Coach Edwards and now you don't support his promise to us, you should have just voted for Broome.

Years ago LA politicians were so corrupt and basically stealing money from city services that they decided to form dedicated taxing districts to stop this from happening. City services like the Library, Council on Aging, CATS, Mosquito. Abatement, BREC(maybe some others I’m missing) would now get specific tax renewals every year and the money could not be used for anything else but those specific services.
Fast forward to now and these entities are so flush with funds they have more money than they know what to do with. A couple(Library & Mosquito Abatement) actually provide good services to citizens and use the money well. Others (COA, BREC, & CATS)are rife with the same corruption those tax districts were created to avoid.
