How does the government justify the corona measures and still collect taxes on cigarettes?

I don't claim to be an expert but my simple brain is telling me they are mandating I give up freedom for something I might catch that most likely won't kill me but they collect tax on something they know will kill people?

About as deep as the Texas Governor saying it’s ok for Louisiana residents to drive are his state while the Louisiana Governor won’t let us drive around our own state.

Somewhat related: I saw a dude wearing a mask and smoking yesterday. He was standing outside a store and I was across the street waiting in a drive thru. Anyway, he's wearing the mask, and he pulls it down onto his chin in order to smoke a cigarette.
