1. Rewrite the state constitution
2. Close 3 state universities, consolidate and redirect resources into making the remaining schools mid-tier
3. Eliminate state income tax
4. Stop electing tax evaders, corporate stooges, racists and grifters
5. Bulldoze half of Baton Rouge, Lafayette, and Shreveport and a quarter of New Orleans
6. Adopt the plan Mississippi used to reform their public schools, recruit the hell out of teachers at a premium the way Georgia did years ago
7. Station police on every corner in New Orleans and Baton Rouge 24/7, ask the Feds for help policing ports and try to shut down drug trafficking
8. Investigate every local Louisiana rap group/music studio for racketeering and drug charges
Maybe in 10 years it'll make a difference.

Our spending per student k-12 and higher ed is actually top 1/3 of states in the U.S. It's not purely an investment in education. Looks at TOPS - huge spend but at the end of the day it's subsidizing TX's workforce.
It’s not the money. It’s the system that’s FUBAR.

Biggest things companies look for when relocating is tax/legal environment, education, and crime.
LA is 0/3

This is really the problem. We have a bunch of self serving career politicians for leadership. Louisiana isn’t really a poor state. The money just gets shoved into certain pockets.

Unpopular opinions incoming:
1) Fix the ethics code that Jindal “fixed”,
2) Invest in infrastructure,
3) Invest in education and just fund higher ed and revamp TOPS to encourage kids using it to stay in state or repay it.
4) Oh yeah, stop fighting about extreme R and D viewpoints. Stop worrying about National issues like immigration instead of local issues. Elect some moderate people instead of extremist who can agree to fix the things we can agree on instead of fighting over NRA suits in New York or election laws in Georgia.
I’m all for fixing the tax code, but we have to pay for stuff if we want nice things.

Realign parishes to be population centers. Give local cities more control and parish wide offices less authority.
Audit all tax funds for roads and expedite transportation projects. Parish presidents no longer get to funnel road funds for pet projects.
That would be a good start.

Louisiana population 2019: 4.93 million
Louisiana 2018-2019 budget: 30.7 billion
Budget allocation/person: $6,227
Tennessee population 2019: 6.82 million
Tennessee 2018-2019 budget: 33.2 billion
Budget allocation/person: $4,868
Tennessee citizens taxed 22% less than Louisiana citizens. Which state is growing like crazy? Which state is fiscally solvent? Which state has a better outlook for the next 10 years?

To land 5-10 more IBM/DXC projects we need to over subsidize them a la Jindal/Moret.
Maybe that's what we need to do for a decade or so. When a we can get another 5-6 more big names, that will help us recruit more. Their employees could be a positive change to the state too.

Louisiana is perfect example of big government and unions not working long term. Government has refused to seek out innovation in the economy. Attracting white collar requires tax incentives and investment in private sector. Democrats Louisiana elects won’t do either

You have to incentivize businesses to move here. One way could be to waive property tax for new businesses that build here. Waive state income tax for people that move here.
Build out infrastructure before the demand is here. Follow Texas' example there.
Downtown Baton Rouge was coming around then Mayor Broome screwed that up with her fight with Delgado. Get rid of the open container issue.

Lease out parts of Louisiana to the surrounding states. Texas , Arkansas, and Mississippi would lease theses parts. Do oversight control on our state legislature, some ethics governing body would have to be set up to tell the legislature what they can and can”t do. Do away completely with the governor’s position for the next 24 years. It needs a generational flush out. Turn Orleans , Caddo, and East Baton Rouge parishes over to military control . The US Army will have to run these parishes until the local governments can pull their big heads out of their a holes. It is like the state has to go to an intensive remedial class to learn how to be an adult. Need an example, just look at the large population in Angola.

From the outside, it’s very difficult to understand what is the core competency of IBM. IBM is known for popularizing personal computing. But is IBM a technology company? Or is it a services/consulting company? Many people who work at IBM in BR are not from Louisiana, only those selected to meet hiring quotas for the state are from La.
I believe IBM is at a turning point again. Their core consulting business is being disrupted by SaaS, AWS, and democratization of enterprise software. IBM is trying very hard to turn itself into a SaaS business with Watson leading the way, which essentially is ML-as-a-Service, as well as toting themselves as hybrid cloud service provider.
Even with the copious amount of brain drain going on in Louisiana, the fact still remains the state will never attract big tech in droves. Selling points for many top tech companies include the cities they are located in. No one wants to live in Louisiana in this sector.
The curriculum at LSU is another issue of concern. An overhaul is needed to allow for students to obtain the core competencies needed to program at the professional level, and specifically more of an emphasis is needed with driving home data structures and algorithms. These two areas were areas I had to essentially learn on my own, where LSU inadequately prepared me for.

I learned just about every marketable IT skill I have post college. Pretty much everything I learned in the 90s is ancient technology now except for basics like the OSI model or how relational databases are structured.
