Ive seen a few RVs with mini splits installed. They have the outside unit mounted behind the battery and propane tanks.

When I lived in Seattle before we put in central air we used a portable one but you had to bentbit through the window.

It is really not that hard to add insulation. Or just hire a handyman to do it, you would still save a lot of money in the long run. Then a portable a/c might work.
