I think your best bet is lighting on fire the shrubbery/trees that are on the opposite side of their camp from you. You'll have to do it in the middle of the night in secrecy. After a few days of it being dry, light several fire starter sticks in different areas in those woods. Once you're sure that you've lit enough of them that they're going to get the job done, get the heck out of there and do not go directly back to your house in case someone sees you. I would park a car or a bike several streets away and meet at that point once the job is finished. Their camp is secluded and it's going to make them really consider moving if their cover is burned down. This might solve your problem and no one is hurt in the process because their camp is out in the open away from the trees and brush.

I have no idea how you jumped to "attempted murder" from my post. I meant burning down the surrounding trees/brush around their camp so they aren't hidden any longer. Their camp itself looks like it's on a gravel lot well away from the trees and brush.

Why not?
People show up and make camp. Shouldn’t they have to prove they have permission to be there? If that’s not the law now, it should be tomorrow.

It’s definitely a public safety hazard. It’s unsanitary, and it’s a haven for drug addicted and a threat to the neighborhood.

I’m asking why there is no law which prevents cops from checking on these camps to make sure the campers have permission to be there.

I would never advocate starting a fire of violence.

I'd get my council person involved. Also, i'd call the city because they are in violation of city ordinance. COPY EVERYONE, Police, City, Counsil person and KEEP THE RECORDs. Also copy the landowner.

Sec. 6:376. - Garbage cans and waste receptacles required. (City)
(a)It shall be unlawful and a violation of this part for any person to scatter, throw, deposit, drop, allow, or to permit or allow to be scattered, spilled, thrown, deposited or dropped, any garbage, trash and other waste material, dead animals or fowls, industrial waste or refuse from erection, repairing or remodeling buildings, or any other substance which may be unsightly, offensive to smell or injurious to health in any private yard, lot, room or building, or on any sidewalk, street, alley, wharf, levee, public parkway, public right-of-way, or any other public place, or in any gutter or drain within the city, other than in the type of container, in the manner, and at the places specified in sections 6:381 and 6:382.

Sec. 6:443. - Litter on occupied private property.
No person shall throw or deposit litter on any occupied private property within the city-parish, whether owned by such person or not, except that the owner or person in control of private property may maintain authorized private receptacles for collection in such a manner that litter will be prevented from being carried or deposited by the elements upon any street, sidewalk or other public place or upon any private property.

(City Code 1951, Title 6, § 443; Parish Code 1962, Title 6, § 443)

Sec. 6:444. - Owner to maintain premises free of litter.
The owner or person in control of any private property shall at all times maintain the premises free of litter; provided, however, that this section shall not prohibit the storage of litter in authorized private receptacles for collection.

(City Code 1951, Title 6, § 444; Parish Code 1962, Title 6, § 444)

Sec. 6:445. - Litter on vacant lots.
No person shall throw or deposit litter on any open or vacant private property within the city-parish whether owned by such person or not.

Not sure what the definition of Nuisance is in the ordinances, but worth a shot!

Sec. 12:1. - Police to notify mayor of nuisances.
It shall be the duty of the city police to report to the mayor the existence of any and all nuisances regulated by this title which may come to their knowledge, and the mayor, upon such information, shall cause such nuisances to be abated at the expense and cost of the person or persons on whose property the same may exist, unless such person or persons abate the nuisance after being notified thereof.

(City Code 1951, Title 12, § 1; Ord. No. 11979, § 1, 2-28-01)

Sec. 12:2. - Nuisance to be abated.
All persons shall be required to remove or abate all nuisances which they have perpetrated on any of the streets, alleys, sidewalks or wharfs, levees or any public places within the parish, and every person who shall refuse to do so, shall after a reasonable time for compliance of this section has elapsed, be guilty of a misdemeanor and be subject to a fine of not more than twenty-five dollars ($25.00), or imprisoned for more than five (5) days. Each day that the nuisance shall continue shall be a separate and distinct offense.

Sec. 12:100. - Noises interfering with enjoyment of property or public peace and comfort.
No person shall make or cause to be made any loud and raucous noise in the parish which is offensive to persons of ordinary sensibilities and which renders the enjoyment of life or property uncomfortable or interferes with public peace and comfort.

Sec. 12:101. - Same—Enumerated.
The following acts, among others, are declared to create loud and raucous noises and shall be deemed a violation of this chapter, but such enumeration shall not be deemed to be exclusive:

(1)The use of any abusive, indecent, profane, or vulgar language in a public place, when the language by its very utterance tends to incite an immediate breach of the peace.

Sec. 12:152. - Trespass.
(a)As used in this section:(1)Trespass is:a.The unauthorized and intentional taking possession of any tract of land or structure thereon without the consent of the owner thereof; orb.The unauthorized and intentional entry upon any:1.Enclosed and posted immovable property; or2.Posted lands belonging to public institutions; or3.Structure, watercraft, or movable; or4.Building of structure condemned by order of the metropolitan council, pursuant to section 12:522.c.The unauthorized and intentional entry, for purposes of solicitation, canvassing, or peddling, upon residential premises posted "No Soliciting" by the owner or occupant, provided that the sign shall be legible and visible at the entranceway to the premises. For purposes of this subsection, "canvassing" includes, but is not limited to, the solicitation of votes, subscriptions, or opinions from a district or group of people, the distribution of literature, the collection of signatures for petitions, the dissemination of views and the solicitation of funds.

Sec. 12:651. - Definition of blight.
For purposes of this chapter, blight shall be defined as conditions upon or affecting premises, which are hazardous to the health, safety or welfare of the public, and/or conditions which are detrimental to property values, economic stability, or to the quality of the environment. Such conditions may include, but are not limited to, the following: the accumulation of junk, trash, garbage, litter, refuse, rubbish, appliances, debris, combustible materials, or junked inoperable vehicles (vehicles which are ten (10) years old or older, in such a state of deterioration that they cannot be profitably restored and which have a fair market value of five hundred dollars ($500.00) or less); illegal dumping; noxious weeds; overgrown vegetation; infestation of insects, vermin or rodents; animals running at large; dilapidated structures; condemned properties; abandoned adjudicated properties; criminal violations; weed liens; zoning violations; alcohol beverage control violations; health code violations; and other conditions which are hazardous to public health, safety or welfare.

Call the LDEQ and tell them untreated wastewater (sewage) is draining from that property. Require the landowner to test the rainwater runoff. Copy everyone, parish, city, concil person, everyone in your neighborhood.

KEEP RECORDS.

When they don't fix the problem, sue the the land owner and the city.

It sounds like they have a pretty good set up with this location and being able to easily wander out to the commercial corridor to panhandle and buy supplies. These parasites need to stay close to their hosts so even if you flush them out, they'll likely stay in the area and eventually return.

Why not everyone start leaving 1 star reviews for the good doctor's business on google. With reviews that state her willingness to put others in bad situations (not what psychiatrists are supposed to do). Not sure, maybe the OP can post pics with his review.

I wouldn't pick a fight with the homeless....they literally have nothing to do. Do you really want them spending all their time thinking of ways to get back at you?

I wonder what would happen if some of the homeless threatened you and you got a restraining order put on them where they cant be within x amount of feet of you. Since they arent legally residing on this property they should have to move on or be in defiance of the order.

The fact is, unless the cops have probable cause to think the bums are there illegally, they "can't" just bust up on private property and start taking names (can't as in they can easily violate rights and end up in court, not can't as in physically can't). For all they, and anyone in this thread knows, the owner of the property found these bums and gave them her address and permission to set up shop.

The only recourse in this case is to consult an attorney for a violation of any ordinances. But at the end of the day if it's private property then that's going to be a hell of an uphill battle; think of all the redneck trailer parks that look like shite. Blanket laws can't just extend over private property. It's baked into our republic: if you want your land to look like shite, you have that freedom to a degree.

The OP is most likely going to end up moving at a big loss and spending years trying to recover, but a hell of a lot wiser.

they clearly have a bunch of stolen property. I doubt that the stores give a shite though about their baskets.

Just looked at the pic updates. Seems like the rain cleared some out temporarily? The one big tent/house/shanty is impressive. Those shopping carts constitute theft, they're not free. Is that a shower setup to the left?

Get a giant speaker, put on your deck, and play "we are never getting back together" by Taylor Swift on repeat. You may need to get a hotel room for the duration however. I had that song stuck in my head for an entire year when my daughter was 9. shite, now it is again...dang it.
