Ding ding ding. Hotel owners wanted a reno, but didn’t want to pay. Sell hotel rooms to the city for cheap. This does 2 things: might make them look generous for giving the homeless a place to stay and keeps a small amount of cash coming in the door. After the homeless trash the rooms (only conceivable outcome), they get money from the city to redo the whole place.
