If your neighborhood has rules against subletting, ask to go before your HOA board at the next meeting and raise your concerns. The HOA President is not allowed to make the call alone as to whether something of this nature should be investigated.

This is the weirdest thread, especially for an OT which leans very heavily into the "mind your business" mentality.
There's no proof that this person leased or sub-leased anything. Has there been a sale of the property, did you research the title? Has the entire OT lounge read this guy's covenant?
How the hell can you tell if someone is legal or illegal by looking at them? If there was any proof, the OP would be telling us.
It really sounds like some brown people moved in and these HOA karens are losing their minds and being racist as F.
If it's some cholos that are causing trouble or gangbanging, yeah, involve the authorities, but nothing that has been posted seems to match that (or the OP would have lead off with that). Instead its pretty clear it's just a certain type of people they don't like.
