Hearse Pulled Over for Using HOV; Police: Guy in the Back Doesn't Count

Sounds like the driver was dying to get where he was going in a hurry.
Side note from the article:

pretty damn sure thats not the way the law was written
it just says number of passengers to qualify and nothing says they have to be alive or dead, the cop added the "they have to be alive" part all on his own, he has a case if he fights it

I'm not debating you or saying you're wrong or anything as I'm ignorant on the topic, but I always thought the law was made to kinda "reward" people for carpooling and taking excess cars off the roads and cutting down on emissions. Is that not the origin? If that is the case, then even though the law may say simply "number of passengers" it would seem apparent what they had in mind.
