My guess, the employees boxed his car in while the guy that had his jacket stolen went to get his second key fob. The article says the thief returned after 30 minutes. That’s pretty quick.
I hate to cut a guys hand off on the first theft but would agree if hes caught 3 times to cut his his hand off. Caught again? Throw him in a pit and walk away.

Didn't the new Naked Gun movie make this joke? The criminals that were robbing the bank at the beginning of the movie were suing the police department for a police squad member kicking their asses while robbing a bank..
