I avoid talking to my neighbors at all cost. I would make an exception for a hot single chick but if she had kids I would wait until her weekend without them. I don't want those little bastards at my house.

She is most likely sex starved. If she is hot you are doing yourself a disservice as Hungarians are great in bed imo. Get her a babysitter and invite her over for a bottle of wine.
