I normally get at least one nut job student who wants to write a paranoid argument about this...or HAARP. None of the arguments are ever interesting or reasonably supported. Most of the evidence is from websites that push delusional ideas.

I saw a really complicated one in a rural area in northern CA recently.

Because communities were pissed that they would make themselves a strategic target when they otherwise would be ignored and appealed to their congressmen.
