That's fricking brazen and highly illegal.

ETA: Maybe not. I forgot that the road tax is a sales tax, not a property tax. I'm not sure how the collection and distribution of a sales tax works. Property taxes are fairly simple. Sheriff collects money based on total millages and the money collected is spread out to the taxing entities based on what percentage of the total millage is theirs. The city-parish can chose not to levy a property tax or change the amount levied from year to year, but once levied it has to go to the taxing entity it was earmarked for.

You just pointed out the weakness in our system. The parish, BREC, Library, mosquito, schools, COA, mental health and bus system are all independent and funded by their own taxes. None of these entities are going to vote to reduce their own revenues to help the parish budget. No way.
