Louisiana has long been at the top for STD rates. Baton Rouge has had the highest HIV rate in the country for a while. New Orleans isn't far behind.
African Americans make up 40% of all HIV cases. It doesn't take a genius to figure out why most of the states in the top 10 are in the South.

I’m not sure society had any extra brain cells to spare. It seems to me people in general, at most have three brain cells and they are all fighting.
