Sounds like she may have originally used a previous address... not sure - hard to keep up but sounds like they got her to pinpoint her location on her phone, trying to get her to somehow relay that info to someone who can help

I don't know man, I've never experienced a catastrophic flood with two young children while also dealing with head trauma and seizures... kinda hard for me to put myself in her state of mind
