At this point does it even matter if it forms or not its going to be a ton of rain for someone regardless.

Anyone know what the forecasts were last year for the flood? I know 7 days out, it had the rain/low mostly towards the panhandle. But I can't find many local details. Every time I search historical/past forecasts, even when using a target date, I get almost nothing. It's either the actual historical data, or the local news site has scrubbed their archive. Help?

I remember them bc I'm a weather freak.
The Monday prior to crap hitting the fan, they were still projecting that system to only go as far west as MS/AL, with BR and SWLA only getting a little bit of rain on TH and FR.
It wasn't until Wednesday morning when we woke up it was "oh crap, this isn't going to be good".

At some point the forecast had the heavy rain in central LA. Northwest of Baton Rouge was supposed to be the worst hit.

Search for 8/09/2016 and work your way closer to the forecast on 8/12.

I think it does. A constant strong southerly wind would compound river flooding if 15" of rain falls at the same time. Rivers would rise just from the wind alone and 15" of rainfall on top of that wouldn't be good.
