Dust devils build from the ground. This is clearly originating from the cloud. Though it's likely a F1 or F2 max.

Those frickers have been waiting for ANY tornado for weeks. This may have been the slowest tornado season in decades. Chasers have been happier than a kid on Christmas about this tornado.

Looks like it's on a golf course, so you know that no matter what hole you're on, you're always hitting INTO the tornado winds.
