I understand the anger but I also think you need to look at it from the employees POV. The dude is in his work truck and is prob scared that if he stalls out or the truck breaks down, he'll be held accountable somehow. The streets already flooded and it's not like he was making massive waves.

Driving like that when you can't see the shitty NOLA street below the water is dangerous for everyone

Outside of causing the wake, he's endangering himself and others driving like that. He could lose control and hit someone or something. His ability to brake properly is compromised etc

My thoughts too. He's likely flooding other areas with that wake but more importantly, he's weaving through other vehicles. Just not a very smart move and nothing to gain. It's not even his own vehicle. His employer has an auto liability policy and flood is undoubtedly covered. Just a dumb thing to do. If he's not fired, insurance company will definitely strip him of his ability to drive a company vehicle moving forward, and rightfully so.

Had the water not entered someone's house yet the water pushing he's doing causes a wake. Said wake can literally push water into someone's house/car who at the time might not have flooded, but be very close. Even though it would just be pushed in water it would cause damage even though they didn't actually have standing water. That's why it's an issue.
