OK, apparently what was in my head did not trasnlate to page.

Meaning, since a kid can't give legal consent... the kid can't have the surgery / procedure, and never should be able to do so.

And you can. That doesn't mean it's smart advice or intelligent advice or even anything close to being accurate.
There's parents out there that tell their kids the world is flat, and that's it's ok to hit a teacher, and all sorts of other stuff. Are they "qualified"?
But here is how this works in the real world, not the internet world.

If you believe that doesn't happen... you need to get your head examined.
We've reached a point in our society that teachers have to be the parent because the parent won't be the parent. No teacher wants that... but every teacher wants to know their students are cared about.
So... are they "qualfied"? Probably not. Do they care about the child? In many cases, they do so more than the "parent" does.

That is a long drawn out battle with the teachers union. It wouldn't happen quickly so blame the union instead of the legislators.

She was the only one dumb enough to admit what she was doing. There are others and now this bill stops them from projecting their ideologies onto impressionable kids that aren't theirs. Their job is to teach the laid-out curriculum. Not indoctrinate or did you forget that?

I kinda want to cringe here, and I kinda want to applaud. That level of melt is truly impressive and can't be created quickly. It took years of listening to right wing radicals to be able to come up wirh that.
