Good Samaritan or Criminal?

Walking back to my vehicle because I forgot my wallet.
Guy is standing there waving my wallet at me. He found it on the ground by the driver’s side door.
I thanked him as I checked to see if my credit cards and license were there.
I didn’t think to check the cash slot.
Went to buy something today and realized the cash was gone.
Was the Good Samaritan actually the perp?
Should I be thankful that “they” took the money and left the important stuff?
Where can I get a chain wallet?

It’s a common scam. The person who takes your wallet or purse is the one who returns it. They only take the cash and don’t worry about shite that can be tracked.
