You should definitely expect a high % of trashiness no matter where you go.
Festival International in Lafayette is not really the typical Louisiana festival but that’s a very well done and clean festival. It’s especially nice if you go during the day. Not sure how rough it gets at night.
Strawberry fest in Ponchatoula was decent. I’d expect plenty of rough folk there though. Went during the day.
Rice Fest in Crowley was rough but I only went after dark so maybe not as bad during the day.
Petroleum and shrimp festival in Delcambre was ok. About average.
Natchitoches Christmas festival is fun and not too trashy but I’d imagine can be.
DeRidder watermelon festival is family friendly. No alcohol. Redneck and Pentecostals all over.
Overall I’d say if you follow the day/night rule of thumb you should be fine almost anywhere. Daytime is family friendly and the later you stay the more rough it gets.

They are free festivals in Louisiana. What are your expectations?
OP wants to know which festivals have the least cultcha. How is this hard to understand?

Delcambre shrimp festival is usually not too bad. Not a whole lot to do but the band is usually good. Went to Crowley rice festival once when they had cocaine wayne playing. It wasn’t too bad.
Saw Neal McCoy at the Delcambre festival. It was cool.
One thing that would draw me to these festivals is better music lineups. More recognizable names even if they’re way past their prime would be great.
Ideally would love to see some of the red dirt/Texas country artists play these festivals.

The truth is that festivals are not fun. It’s a lot of standing around in crowds pretending that’s it’s fun but wishing you were sitting on your lazy boy at home.

I think the spring festival was Lockport. It got renamed and moved to raceland. It was last weekend. Actually had kings of Leon play Friday night. Masquerade and contra flow played sat night.
Lockport always had La Fete du Monde. They just moved it to take advantage of the space the parish built near the tourist center.
Larose had its own fair in the spring and there was for a few years even a 5k over the overpass. It was also a weekend of sports activities too. But like with anything, too many events eventually you reach a diminishing return. That was the Larose Spring Festival. Heck even one year they tried holding it earlier in the spring to avoid Jazz Fest and the Thibodaux Firemen’s Fair, but that blew up in their face and they lost money.
I think Bless Your Heart is now filling that void of a spring fair next weekend with a new Yomamma’s Dish and Dash.

the Harvest Festival in New Roads in the fall is nice/child appropriate. and with Air bnb it's easier now to find a place to stay on the lake

If she is old enough to run for a teen queen at a festival pageant do that and if she wins she can travel around visiting queens at other festivals
