Gifting etiquette question

Yesterday one of my colleagues decided to present a gift to one of our administrators. She did it completely on her own without any of our knowledge. Then, at lunch, she announces to us that "you all can kick in whatever you want to help pay for the gift". Now, I wouldn't have a problem if we had agreed on the gift and sharing in its expense, but we didn't. Would I be an arse for not chipping in at all?

Oh, it wasn't a really expensive gift, but that's not the point.

she probably got that gift for free in her closet and is trying to make a profit.

If you have a good relationship with this person, I’d chip in and tell them that they might want to talk to everyone first before making purchases on everyone’s behalf. You’d think that would be common sense but whatever.

If you don’t, I’d just ignore her.

If you chip in, you're condoning this horrid behavior and ensuring it gets repeated for the next occasion.

ETA: Take it upon yourself to purchase a card that everyone can sign (and owes you nothing for) that tells her how inappropriate that was.

My wife is always the one that goes buy the agreed upon present then nobody ever pays her back.

That means yellowfin is having to buy the baby shower gift for the trashy receptionist that got knocked up in the cowboys parking lot.
