Why is it such a novel concept for a police officer to act like a public servant and elaborate on the "violation" and explain what he can do to rectify the problem? Just because people aren't following the law doesn't mean they're actively trying to pull nefarious shite. Especially in a case like that, it was clearly just a misunderstanding.
Threatening someone with a ticket is essentially the same as saying, "I'm going to let you off this time, but next time we stop you, you're getting a ticket!!" This is the type of attitude that is all too common around cops.
Not threatening someone is saying, "In the state of TN, all motor vehicles require a license plate of some sort. You can pick up a temporary tag at the ____ for $5.50. Th next time we stop you, we will have to give you a ticket as it is the state law."
You see how those two scenarios say the same thing but carry drastically different connotations? It's not always about the message but also how you deliver it, and what your intentions are. The first guy comes off as a jerk with a superiority complex and the second guy comes off as someone who's legitimately trying to help and who really doesn't want to see you get hit with a ticket.

When you buy a new car in TN , the dealer or car lot is responsible for charging you for and giving you a "drive out" tag. Tag is good for thirty days. When your plate is ready the dealer or lot calla you and you go pick it up. There is no scenario in TN that allows you to drive without a tag on your vehicle.

Really? Since you say neither of you knew the TN law you cannot assert that he was not trying to circumvent a law that he had no knowledge of. Then again, there is the well-established precedent that ignorance of the law is no defense. He intended to drive in TN, and he did so knowing he had no tag.

The officer did his job checking the vehicle to make sure it was not stolen or used in criminal activity. Next time make sure a temp tag is on the vehicle.

In Texas every time you buy a vehicle from a legit car dealer, new or used they give you a temp paper license plate you put on the car. It has an expiration date and you have until that time to get permeant plates.
The cop pulled you dad over because he was driving a new automobile with no plates. For all the cop knows it could have been a stolen vehicle. I'd be suspicious too see a car rolling down the road with no license plate or registration sticker.
