Because California ships some gasoline out of the state.

It's a pretty dynamic market and the barrels flow where people buy. If someone needs barrels they don't always buy from the closest supplier.

If I set up my refinery in Washington or Japan to make a certain type of fuel I can probably make that fuel cheaper than refineries that had to convert. So I will sell into your market and undercut the price you can profit at. Or just make more profit at the price.

CA refineries mostly operated on heavy high sulfur crude oil. CA crude is 18 API with 3.5 percent sulfur. Even small refineries had cokers. The one I looked at in 1992 had a residual hydrocracker as well. It is now in a laydown yard in Houston
