This. They have the following problems:
1. their requirements are too high for local workers to meet
2. their pay isn't competitive with what people with the requirements they want can garner elsewhere. People I know in IT that could work for IBM were being offered 40% less money to work way more hours than they could get doing the same job in Houston for someone else.

If this is true, than I’m not sure how they’re expecting to ever staff the place except with interns.

I'm fairly well along in the Networking/Systems/Devops side of the house. I just moved from the state to Texas. There just aren't enough large presences in the state to support a healthy job market. And when offshore oil and gas is down, it's even worse. It was very hard to make the decision to leave where I was born and raised, but the type of environment I wanted to be in just doesn't exist in the New Orleans area. The biggest player left was probably Ochsner. The second I changed my LinkedIn location, I've been getting contacted non-stop.

I don't think they're serious about actually staying here. I think they're putting on a sham to milk the state for incentives and then bolt as soon as their deal is up, and in the mean time avoiding making too many commitments.

This.
I went through the interview process with DXC. They had the positions set up to be SME/Architect level knowledge and experience, with entry level pay. They don't want to hire people, they want to claim they can't find qualified candidates and then get H1-B workers.
The people that are qualified for the postings won't take the pay they offer, and the people that will accept the pay aren't qualified.

This is the modern business world. When incentives run out they bolt or close shop.

So when DXC claims they are going to offer jobs with $63,000 - $73,000 average salary + benefits they are full of shite?

That's extremely low for lots of IT positions. I interviewed for a team-lead position and the offer was laughably low for the job responsibilities. They have a reputation for doing this and then abusing the visa program. Took my ball and moved to Texas.
Keep in mind $50,000 for a helpdesk level employee is not unheard of. So $63,000 isn't really appropriate for some of the roles they are trying to fill.
ETA: DXC already has a horrific reputation to work for too.

It's because they take forever to contact anyone who applies, rarely interview anyone, and when they actually do offer someone a job, it's 40% below market value in a market that probably pays less than any other in the nation.
Why would anyone like them?

The really frustrating thing about all of this is you look at cities like Nashville and even Chatanooga that have transformed themselves into thriving IT job markets, and New Orleans/Louisiana just can't get it together.
