Where does that much money go every year?
It is crazy. Port had great numbers last year, property assessments went through the roof and tourism is almost back to pre-K levels. The city has too many workers with ridiculous pension and health care benefits.

If I could make one change, it would be that all city spending over a certain (say $100k) amount gets published to the public in a very transparent way. The public doesn't get to vote on each piece of spending, but the city is required to notify residents on where the money goes. That way people are more informed when it comes to election time.
Freakanomics had a story about a town that has itemize taxes. Basically broke down where each dollar was going to go on your tax bill.
Thought it was pretty cool.

Shell still occupies 18 floors of One Shell Square and still has 1500 employees employed in New Orleans
And that is down how many from 25 years ago. Where is Texaco employment? LL&E? Amoco/BP? even Freeport Mcmoran?
Are the support industries (wire line, rig construction, landmen, etc.) well represented in NOLA or have they moved elsewhere.
Be assured they still exist, but the question is how many jobs have gone walkabout and where.

It's rediculous. A $1B per year budget should be able to easily sustain the parish, even with the infrastructure issues. I'd like to look into the per capita budget of Nola vs other cities in the south

There's a gap between <100k and 250k, which is fairly easy to be in, if you marry someone who is educated.
How easy is it to make $175k per year as a household? why is it that the city makes an average of $39k If it is so easy? That kinda money probably puts you in the top 3% or maybe even higher.
I is true that you don't have to have 2500 square feet and you can pay PMI and not put down 20%. Right now the average home price in Lakeview is $500k. If you can afford a half a million dollar home you should be able to afford the 20% down. You are living outside of your means if not.
My wife and I are very lucky to both have great paying jobs at a young age. However, we see how rare this is amongst the majority of this city.

It is a state wide problem. Louisiana has about the same amount of state/county(parish) and municipal employees as Pennsylvania.
Talk about a joke..

Yeah New Orleans was the premier city in the South in the 1800's and was only rivaled by Atlanta in the South before WW2 but it definitely didn't lose its stature to anyone in the South.
After WW2, Atlanta and especially the Texas cities took off and left Nola to what it is- a shell of a once major city.
New Orleans was second only to New York in the first half of the 19th century, both in commerce and culture. Almost every commercial transaction west of the Appalachians and east of the Sierra Nevada went through New Orleans.
The first blow was the Civil War. The second was the establishment of an East-West railroad network. The flood of 1927 was the killshot.
Our dysfunctional state government has played a role, as well as Nola's insular ruling elite, who view anyone as an outsider whose grandparents didn't grow up in the right neighborhood or go to the right schools.

That won't get you very far in Orleans Parish especially if you own you house and have 2 kids in private school. You better have a trust fun or inheritance helping you out.
ETA; or live with your girlfriends parents.

You can't afford 400k?

You will be stretched very thin if you consider mortgage, taxes, insurance, tuitions and maintenance on your 100 year old house. That's about as far as you'll get.
