It wasnt D vs R. The Democrats didnt seriously contest the race. A Republican was going to win and there were any number of Republicans running who were better qualified. Louisiana voters deliberately picked the worst alternative.

It’s called the line item veto, genius, and it’s been used by EVERY Louisiana governor since forever. Nothing new to see here. It’s one of the instruments of power the governor has at his disposal.
