Well, my friend is in AZ where there are tons of Mexicans that probably can't buy and have to rent. There are also a lot of nice repo houses out there.

There are a few different stages to repos. The utilities are always off during pre-forclosure unless there is a sump pump or dehumidifier that needs to run.

Power usually gets turned on when one goes REO and is on the market. The one he dealt with was an REO so it was nice and clean and had power.

There's no such thing as squatters right and they have no renters right since the person wasn't the legal owner. They are actually trespassing and breaking the law so no.

It has paid for my kids college, but they are done so I should be moving on from this scam. Unless of course I need to pay for an upcoming vacation.

Someone knocked on my friends door in the quarter before french quarter fest. The family asked if their room was ready. My buddy told them his place was not a hotel.

The wife supposedly rented the place for the week and put a deposit down. Sure enough it was on Craigslist. They just snapped a pic of the outside of his house and threw some random interior ones on as well. The husband was pissed and embarrassed.

Nopd came and took a report. Supposedly this happens often.

If you have Facebook, and are really interested in a deal. Join the Blount County Buy and Sell group. I routinely see rental houses for under $600. Actually, now that I think about it. I am not sure of i have seen one listed for more than $600. This is a very rural area though, if you aren't familiar with it.
