"Warning" is get in your bathtub.
"Emergency" is get underground.
You can get a warning for radar-indicated tornadic activity. Emergency is witnessed and verified on the ground doing damage.

It's some sort of weird new rotation detection thing they have. I have no idea how it's supposed to work and not really a fan of it but I suppose we now knows it's at least accurate
