Now the tricky part. The piece of land on the St. Martin side was owned by three brothers. If I recall correctly, Lafayette purchased that land from two of the brothers. Not sure what was the story with the third brother.
So kind of technically, the land was now owned by Lafayette. If that is accurate then the only issue would be that the work was done without permits or state approval. Supposedly, Lafayette did not need Corp of Engineering approval as the spoil banks were not built for flood control. They were just remains on the river being dredged long ago.
But if all that is true, why do it in the dark of night? It's gonna be a fun case.

Kind of.
Let’s say ownership between the brothers was equal. So Lafayette then owed 2/3 undivided interest in the land. Co-tenants who have rights to fully enjoy the use of their property, but to what extent would that use encroach on other owners’ enjoyment of that same property?

Because it is an active navigable waterway during the daylight hours.
When this all went down, the Current (online local news reporter) suggested that someone was lining their pockets from the no-bid contract and no disclosure project. That has been investigated down to the last bolt, and no one stole anything.
Chester Cedars in St. Martin Parish got offended because Lafayette didn't ask him for permission to build a flood control structure in St. Martin Parish. Now St. Martin has a young Haik trying to make a name for himself.
Indicting and arresting Josh Guillory is total BS.

When a creek, river, bayou, etc. is dredged out, the dirt (spoil) is usually stacked up on the bank. This body of water was the boarder between two parishes, or counties to non-residents. One parish stacked the spoils up on their side of the river to make an unoffical levee, blocking river water from runnning up on their banks, but this lead to flooding on the the other parish across the river. The flooded parish president got his drainage district to go knock down the spoil bank so that it lessens the flooding on his parish, and the other parish took him to court over it. This is something the state or Corps of Engineers needs to settle, not each parish fighting each other in court. He got arrested by the other parish because they said he didn't have the authority to go knock down their spoil banks, and they're probably right. However, the other parish doesn't have the right to flood and damage other people's property either. It's a Louisiana political feud that's been going on a few years now.

Exactly. Seems like they got embarrassed because Lafayette parish went did work to help prevent a flood crisis because St Martin was either to lazy or incompetent to do it.

Say what you will about Guillory but he was proactive in getting drainage and infrastructure projects actually moving.

I think there is an interesting jurisdictional issue at play on whether a grand jury in St. Martin Parish can indict an elected official in another parish for malfeasance in office of the other parish.

Because St Martin’s ego and feelings got hurt and they are trying to drag him through the mud. I don’t have a dog in this fight from the outside St Martin looks pathetic to pull this crap.
