Reading the linked article lists some of the murderers previous misbehaviors, most of which had no punishments attached.
Even his sister, stabbed (a small wound) in her stomach just wanted him to take his medicine for his autism. Maybe if she hadn't had a bicycle to hold up to defend herself, the wound would have been deep enough to merit punishment.
