I had a home where the neighbor behind me brought in all these truckloads of dirt and built up his yard. It redirected the natural flow and caused flooding in my yard and two other neighbor's yards. We filed a complaint with the city. They made him have to redo everything, and my neighbors and I both sued and won judgement because his flooding killed shrubs and sod on our side.

This. Typically theres side yard setback requirements for exactly this reason.

It’s not legal to slope hard surfaces to drain to neighbors property. I don’t know the statutes per se but I know it’s illegal

You said he is looking to sell, document this before he sells. A new owner will not want to deal with the issue will likely fight you more.

As far as permitting in Jefferson Parish, you can't negatively affect drainage of your neighbor without them signing off on it

Someone can correct me if I am wrong but I am pretty sure he can do what he wants as long as it doesn't negatively alter the natural drainage of the land.

I'm pretty sure it will affect things. We went from grass and some gravel level with my yard to a solid patio 3 inches high to the fence.

riddle me this one.
I have french drains all over my back yard getting water to the front yard, which is naturally lower than my back yard. If i didn't have these drains, my courtyard would flood, and water would get in the house everytime it rains. I have two drains that run the length of my driveway, that go under concrete, to get the majority of the water out, then another drain that drains the courtyard to the other side of the house to get that water to the front of the house.

My neighbors yard has pretty much the same problem, and he has a courtyard that floods as well if he can't get the water out quick enough. he decided to dig a trench so his entire backyard drains into my driveway and flows into my drains and driveway. Really not that big of a deal b/c it's no threat to flood me or anything, but now i've got dirt and shite in my driveway constantly from his drainage. I didn't pay to put the drains in my yard, the previous owner did, but their mine now.
I take the time to make sure my gutters are clean, and drains aren't clogged with leaves since we have trees everywhere. He makes no attempt to clean out his drains, and actually took his gutters off b/c they were always clogged, and instead just digs a trench to drain everything down my driveway. the previous owner of his house would fight the battle of cleaning the gutters and drains they have constantly.

The fact that the water is draining down my driveway isn't what bothers me, it's the fact that he decided this was the solution to his problem, without ever saying anything to me.

This is the OT...so I'm going to go with, bang his wife and/or daughter (of age of course) in the mud puddle he created.
