There are fail safe valves that require a constant air signal to stay open or closed depending on the needed action. If the signal is lost, the valve FAILS in a SAFE position.

The plant itself should be able to stay online as long as the incident is just in that one unit. Crude and others may have to cut rate as they should have a way to route that heavy feed for eb bed to storage while its down. But I can't say for sure.
