Why would you tie in? I'd just put a bush in the corner where you 'tie in' or something so it doesn't look bad from my backyard.
Whats the OP gonna do, call the cops and complain the neighbors kids are playing on his 8 inches of yard? Lol. Good luck with the cops on that.
Wood fence boards are like $1.75 each. So what if the neighbors kids play and wreck them. It take 30 seconds to replace one and they are dirt cheap. I don't see the reason to care so much. If they are kicking a soccer ball against their own fence 8 inches away, you are still going to hear it.

Build your fence as if you are going to tie into his fence. There will be an 8" gap that your dog could possible get out through. PLANT BAMBOO OR A LEYLAND CYPRESS RIGHT ON YOUR SIDE OF PROPERTY LINE. It will act as a natural fence/barrier for your dog. Hell you can line the whole property line with it. I'd go with bamboo, its the fastest growing plant out there and works great as a natural fence. He will have a hard time cutting those down when it starts growing on those 8 inches. His fence will prevent access for him to cut them down and he will have to trespass on your property to get to the plants.
