But now it creates a situation where op gives up part of his land possibly even more so it can be cut.
This could have been avoided by 1. Having an HOA or 2. The neighbor waiting two seconds for the guy to move in

The neighbor sounds like a nut job though.
I would not put a fence up. I would not mow the 8" of land that is his and when it gets to looking bad I would tell the neighbor he needs to mow his 8". I would not allow him on my property to cut the 8". If he sprays herbicide I would tell him no to over spray and kill any of your grass.
Guy is being a dick. I would out dick him in a hurry.

I would build a taller fence that three feet higher than his on that side and let him enjoy the view of two fences.

Simple.
Go talk to him and explain that two fences are going to be hard to maintain and will look shitty....also if you have to work on the fence it is gonna be tough to fit between them to do maintenance.
Offer to re-imburse him for half of the cost of the fence and to help with any future maintenance and upkeep of the fence if he would allow you to tie your front and back fence to it.
If not go with and invisible one and don't worry about a fence.

built a lot of fences in my day, not that that is necessary to insert common sense, but do these morons know that the fence can be on the property line and look exactly what each owner wants it to look like on their side? both still seem like whiny bitches to me, and rookie home owners too

Just nailing the boards on with only 8 inches of space from the other fence would be a pain in the arse during initial construction.
If you ever have to replace a board you are screwed.

I say you construct a brick wall for an outdoor kitchen or a shop right on the property line. If he ever comes to his senses the fence can be rebuilt to adjoin it

Not sure. we have a building ordinance where I live that the building has to be at least 10 or 15' off of the property line and I just built my fence behind my house rather than extend it out. i can maintain it without much worry. With his being 8" from the property line I would build mine on the line and force him to maintain the strip. Even if you built yours 8" back from the line you wouldn't be able to maintain it comfortably.

Put up an electric fence on that side. Tell him your kids are horribly allergic to all forms of herbicides. Ask him if he owns a rubber weedeater.

When we last built and had the same situation, I allowed my neighbor to build onto my existing fence I installed.
