Out on my limb I'm saying this hit was self planned. Tactically it was not well planned because they didn't bail to a safe house or have a vehicle switch set up. Nor did they get out of town. They were in the area in the same vehicle on the streets a few hours later. That does not suggest sophistication or support. These are independent sympathizers.

Most of the terrorist attacks don't exemplify sophistication. You would think with the manpower and resources they have at their disposal they could pull off much worse carnage on a regular basis.

But what was the motive? Religion? That's the scary part. Also, they're saying they did have a getaway plan however the police arrived quickly and they tried to wait it out. Also they were wearing a ton of armor and masks.
