Mass shootings don't have more than one perpetrator. TWO with more than one shooter from 2000-2013. That alone makes this different than a mentally disturbed person shooting up a place.

ISIS claimed it or one of their affiliates already did and said they were in contact with them.

Ya, I think there is a decent shot this person was connected to the building and that was why it was a target. One of them could easily be a employee there or had work duties there.
But he was also inspired by radical jihad stuff online.
That would make sense to me.
It would be similar to Ft. Hood. Sure it was "workplace violence" but that was because he was familiar with the target and it was military. He was acting in the name of jihad though inspired online.
