As with Max Gruver, if the individual was physically forced to drink, then prosecute those who gave it to him. If he was acting like an immature a-hole trying to be a party animal and impress others or fit in, frick him. Its his own fault.
I'm all for making people be responsible, but that includes the deceased.

Part of risk management training for fraternities IIRC is being told to cut off an obviously inebriated person.

You think the fbi is wasting time investigating a kid who was just ordering drinks all night?
The DA said they were given to him and that they consider it forced drinking. I don’t know a person on earth would would voluntarily drink 18 drinks in 82 minutes without someone continually handing them to him and telling him to drink while he increasingly loses his inhibitions.
And that doesn’t even get into what they did to him after.

This happens everyday on every college campus and it needs to end.
Somewhere last week there was a party with 100 people in an upstairs apartment... Far too many people for that structure and the floor fell In and collapsed on the story below them. And guess what? They were all drinking.
