Can't speak to LA, but here, if you defend yourself or others but unjustifiably kill someone (i.e., shoot a bystander by mistake), that's generally manslaughter and not murder. Then again, you can still get life for manslaughter here.

If the felon is right handed, cut off his right hand. That would slow his recidivism as it would take time to learn to shoot left handed. Every time he would reach for something with his right stump, he'd remember why and would at least think twice before risking his left hand.

That seems to have quietly gone away.
We're at a point where it needs to be brought back. Only this time, exile them to another hemisphere.
Crazy? Not at all- unless some know it all can come up with a better idea that actually works. Because the threat of prison apparently doesn't, anymore.
