Easy, no embarassment.
The parks have to be safe and there are rules for a reason, as you mentioned the recent death in Orlando. People who get all pissy for fat shaming need to STFU. There are also height requirements, both min. and max. for rides. You don't hear people crying because they were too tall to ride a ride.

would love to argue with you but i'm losing where you think you're being smart. you can focus on the fat kid all you want, the park was at fault for how this was handled. There's no defense here.

Her father is acting like no one knew she was fat until she stepped on that scale, and the revelation humiliated her. Why didn't simply showing up in public in a swimsuit humiliate her?
Help me out here, but isn't having people seeing fat rolls all over your body worse than them just seeing a number on a scale? Why is the number embarrassing, but the rolls of fat aren't? It's not like she showed up all Karen Carpenter, and then springs went flying when she stepped on the scale.

its not. you have no information as to what she was wearing yet you're fricking here yapping non stop about it. getting turned away in front of strangers at the top of a ride for a rule you were unaware of is actually a pretty fricked up moment for a 13 year old girl. And yes, its hard enough for fat kids to enjoy themselves in life while being fat. Congrats on your novel mental midget thoughts.
