Two biggest costs are depreciation and personnel. Look for them to start unloading both.

You obviously don't understand that it takes YEARS to develop offshore fields from planning to producing. When they're producing hundreds of thousands of barrels per day, all that money invested is well worth it.
For a reference point, Shell just recently spent 1 BILLION DOLLARS on an injection well.
If the well boosts production as expected it will pay for itself in a year even at today's oil price.
Eta - My point is that the large E&Ps have such deep pockets that to an extent they don't allow the price per barrel to affect their planning.

IDT people understand that capital investment budgets are always, always in a state of flux. They aren't fixed in stone, even at Exxon.
What is a good investment at $95BBL probably isn't gonna make the cut at $50BBL.
