It looks like that is the building where the ammonium nitrate was being stored but I could very well be wrong.

I just saw it mentioned in that linked tweet thread, then watched myself.
I saw the light move down to the area, but I don’t know if chemical explosions look like that or if that is indicative of some form of weaponry.

The flash you see is just the explosion. There's a giant column of smoke there from the raging fire. When explosives go off, you see the flash before you see or hear the blast. Light moves faster than sound. It's the same reason that you see lightning before you hear thunder.
The explosive reaction is over in milliseconds. The shock wave/blast moves about 10 feet, tops, in that time. The light, though, has moved almost 200 miles. You see the flash of the blast reflected off of the column of smoke that's already there before you see the growing fireball and shock wave. The same phenomenon happens in all explosions. You usually just don't have a giant pillar of smoke right there for the flash from the actual chemical reaction to dramatically reflect off of.

This. If you go frame by frame, you can clearly see that it’s reflection. The light from the first instant of the explosion reflects off the right side of the smoke plume. It looks like light shooting down from the sky in real time, but it ain’t.
