Looks that way to me. He's cut all legal immigration in half and he's regularly argued that legal immigrants are detrimental to the nation because they take jobs from native-born Americans, they send money back home, and they come here to bilk welfare and other free stuff...get unemployment bennies ( while at the same time taking jobs ).
